&lt;p&gt;On the 25th June, the General Assembly of the Euro-Arab Veterinary Association met in Hammamet, Tunisia, with the presence of twelve delegations representing Algeria, Saudi Arabia, Bahrein, Spain, France, Jordan, Lebanon, Libya, Palestine, Portugal, Sudan and Tunisia.&lt;/p&gt;
&lt;p&gt;The agenda for this meeting was the appreciation of the proposal for revision of the Statute and the elections for the Board.
The new Statute was approved and as a result of the elections it was formed the following Executive Bureau:&lt;/p&gt;

&lt;li&gt;&lt;strong&gt;President&lt;/strong&gt; - Dr Faouzi Kechrid (Tunisia)&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Vice - Presidents&lt;/strong&gt; - Dr Robert Allaire (France) and Dr Fouad Al Hajj (Libanon)&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;General Secretary&lt;/strong&gt; - Dr Jose de Resende (Portugal)&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Associated General Secretaries&lt;/strong&gt; - Dr Rafael Laguens (Spain) and Dr Yasser Alayane (Sudan)&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;General Treasurer&lt;/strong&gt; - Dr Aldo Grasselli (Italy)&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Associated  Treasurers&lt;/strong&gt; - Dr Kemal Lasnami (Algeria) and Dr Sultan Al Khalaf (Kuwait)&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Association member&lt;/strong&gt; - Dr Irfan Erol (Turkey)&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The coordinators of the Technical Commissions were also chosen:&lt;/p&gt;

&lt;p&gt;Preamble:&lt;br /&gt;

&lt;p&gt;&lt;strong&gt;Title I: Constitution and Designation&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 1: Constitution&lt;/strong&gt;&lt;br /&gt;


The Association is constituted by:&lt;br /&gt;
-The National Veterinary Professional Organisations representing the Veterinary Practitioners in the Arab and European countries. &lt;br /&gt;
-Exceptionally, the Veterinary Practitioners natives of countries without those Organizations.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 2: Designation&lt;/strong&gt;&lt;br /&gt;

This association is designated by:&lt;br /&gt;

?Association Vétérinaire Euro-Arabe?&lt;br /&gt;

In abbreviation:        ?AVEA?&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Title II: Duration, Head-Office, Languages:&lt;/strong&gt;&lt;/p&gt;


&lt;strong&gt;Article 3: Duration&lt;/strong&gt;&lt;br /&gt;


The duration is unlimited.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 4: Head-Office&lt;/strong&gt;&lt;br /&gt;


The Head-Office is that of the President elected by the General Assembly. It may be transferred by decision of the Administration Board. &lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 5: Languages:&lt;/strong&gt;&lt;br /&gt;


The official languages of the Association are French, Arab and English.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Title III: Objectives and means of action&lt;/strong&gt;&lt;/p&gt;



&lt;p&gt;&lt;strong&gt;Article 6: Objectives&lt;/strong&gt;&lt;br /&gt;

This Association aims:&lt;br /&gt;

-The Study of all questions regarding the veterinary profession in the Member Countries.&lt;br /&gt;
-The promotion of relations and the strengthening of confraternal bonds between the veterinarians in the Member Countries.&lt;br /&gt;
-The creation and edification of the structures needed for the achievement of these objectives. &lt;br /&gt;
-The promotion and harmonization of the veterinary studies in the Member Countries, guarding and assuring the quality of the veterinary formation either initial, complementary, continuous or specialized.&lt;br /&gt;
-The development of scientific, technical and professional exchanges within the Member countries.&lt;br /&gt;
-The harmonization of legislation ruling the veterinary profession in the Member Countries.&lt;br /&gt;
-To coordinate and harmonize the standing of veterinary practice in the Member Countries&lt;br /&gt;
-To develop the veterinary research in the Member Countries&lt;br /&gt;
-To support the organization of the veterinary profession in the Member Countries&lt;br /&gt;
-To promote internationally the veterinary graduates of the Member countries.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 7: Means of action&lt;/strong&gt;&lt;br /&gt;


In order to achieve these objectives, the Association might remarkably: &lt;br /&gt;

-concert with any other veterinary organization&lt;br /&gt;
-create all means of information and study&lt;br /&gt;
-be associated with all national or international groups susceptible of bringing surplus value to the achievement of these objectives&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Title IV: Recruitment, admittance, resignation, radiation, exclusion:&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 8 : Founding Members&lt;/strong&gt;&lt;br /&gt;


The country members considered as founders of the Euro-Arab Veterinary Association where those present at the 1st Euro-Arab Congress in Tunis, and at the Constitutive General Assembly of the 22nd November 1997, and those participating on the Tunis Congress (May, 1997), Cordoue (November, 1997), Le Caire (February, 1997), Beyrouth (May, 1997). &lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 9: Recruitment:&lt;/strong&gt;&lt;br /&gt;


The National Veterinary Professional Organisations of Arab and European countries, which engage in the work of this frame and respect the present statute, may join the Association and thus acquire the quality of adherent member of the Euro-Arab Veterinary Association.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 10: Admittance&lt;/strong&gt;&lt;br /&gt;


The admittance of new adherent members, presented by the Administration Board, is submitted to the agreement and favourable vote of the majority of the General Assembly.&lt;br /&gt;

This decision has no appeal and no motive.&lt;br /&gt;

The practical admittance modalities are established by internal regulation.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 11: Resignation and Radiation&lt;/strong&gt;&lt;br /&gt;

The quality of adherent member is lost by:&lt;br /&gt;

-resignation, notified by letter to the President of the Association&lt;br /&gt;
-dissolution, by any cause, of the member country National Veterinary Professional Organisation?s moral person.&lt;br /&gt;
-Radiation, pronounced by the General Assembly, by non-payment of the membership fee.&lt;br /&gt;

In case of resignation, the adherent member shall verify his financial situation on the day his resignation is acknowledged. &lt;br /&gt;

In case of radiation, the membership fees of the current year are due.&lt;br /&gt;


&lt;p&gt;&lt;strong&gt;Article 12: Exclusion&lt;/strong&gt;&lt;br /&gt;


In case of serious fault, repeated violation of the statutes or internal regulation, moral or material perjury to the Association, an adherent member may be excluded by the General Assembly, under the foreseen modalities settled by the internal regulation.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 13: Founders College&lt;/strong&gt;&lt;br /&gt;

The Founders College is constituted by the physical persons who have created the Association and constitute it?s first historic instances.&lt;br /&gt;

Those persons are Dr. Faouzi KECHRID, Dr. Marcel LUX, Dr. Robert ALLAIRE, Dr. Hussein ESSAMAD, Dr. Georges ASTRIDIS, Dr. Jean OKAYEM, Dr. Francisco OROZCO&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 14:  Honorary Members&lt;/strong&gt;&lt;br /&gt;

Under the President?s proposal, the Administration Board may grant an honorary title to the members of the Executive Bureau or Administration Board who have rendered exceptional service to the Association.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Title V ? Resources and Control&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 15: Resources&lt;/strong&gt; &lt;br /&gt;

The Association?s resources are composed by:&lt;br /&gt;
-the annual membership fees, paid by the national professional organizations or individual members, established by the General Assembly under proposal of the Administration Board. The fee is currently 200$.&lt;br /&gt;
-The contributions, cost participations, donations, legacies, and other incomes.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 16: Control:&lt;/strong&gt;&lt;br /&gt;

Under the conditions and modalities established by the internal regulation, a internal and external financial audit will be settled, which has to be approved by the General Assembly.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Title VI: Administration and Functioning&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;The Association is managed and administered by the directive organs hereby designated, giving the frame of directions and decisions taken in the General Assemblies and by the Administration Board.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 17. Administration Board:&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 17.1. Composition:&lt;/strong&gt;&lt;br /&gt;

The Administration Board is composed by the following colleges:&lt;br /&gt;

-College of Adherent Members:&lt;br /&gt;
The college of adherent members is composed by the physical persons, foreseen in article 1, designated by the member countries' National Veterinary Professional Organisations and appointed to be sited there,  or by the individual members, by the reason of 1 per country.&lt;br /&gt;

-Founders College&lt;br /&gt;
The founders college is composed by the physical persons designated in article 13.&lt;br /&gt;

-Technical College&lt;br /&gt;
The technical college is composed by the presidents of the Association?s technical commissions.&lt;br /&gt;

-Honorary Members, as foreseen in article 14.&lt;br /&gt;


Members of the Administration Board must be:&lt;br /&gt;
-Veterinary Practitioners&lt;br /&gt;
-Members of a National Veterinary Professional Organisation, with an up-to-date subscription at the moment of their designation, or an individual member with an up-to-date individual subscription or members of the Founders College.&lt;br /&gt;

The functions of the Administration Board members cease by: &lt;br /&gt;
-Resignation,&lt;br /&gt;
-Loss of adherent membership by the National Veterinary Professional Organisation that nominated the member, at the end of the elective appointment of the designated member.&lt;br /&gt;
-Radiation or exclusion of the last&lt;br /&gt;
-Dissolution of the Association&lt;br /&gt;

The functions of the Administration Board members are gratuitous.&lt;br /&gt;

The expenses advanced by the members, on behalf of the Association, may always be reimbursed, within the limits and conditions defined by the internal regulation.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 17.2. Power&lt;/strong&gt; &lt;br /&gt;

The Administration Board is invested with administration and disposition powers to manage, direct and administer the Association, and to guide and impel the Association?s actions.&lt;br /&gt;

Missions:&lt;br /&gt;
-to define the policy and general guidances, and to determinate the activities organized by the Association&lt;br /&gt;
-to define the main lines of action in communication and external relations. &lt;br /&gt;
-to establish budgets and to control its execution&lt;br /&gt;
-to analyse the annual account reports.&lt;br /&gt;
-To elect, revoke and control the activity of the Executive Bureau Members.&lt;br /&gt;
-To approve the internal regulation&lt;br /&gt;
-To summon the General Assembly, define the Agenda and prepare its works.&lt;br /&gt;
-To establish an annual management and activities report, and to present it on General Assembly.&lt;br /&gt;


Some of these powers may be delegated to the President.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 17.3. Functioning&lt;/strong&gt;&lt;br /&gt;

The Administration Board meets at least once a year, by the President?s convocation and initiative.&lt;br /&gt;

The convocations are made at least 15 days before the established date and include the Agenda defined by the President.&lt;br /&gt;

The Administration Board may deliberate valuably when more than the half of its members are present or represented.&lt;br /&gt;

The Administration Board meetings may be held by any means of communication considered appropriate: video conference, internet conference or telephonic conference. &lt;br /&gt;

The decisions are made by the majority of the present/represented members.&lt;br /&gt;

One member designated by the Board, who?s unable to attend the meeting, may be represented by another member designated by the member, designated by the National Veterinary Professional Organisation.&lt;br /&gt;

The Administration Board meetings shall be transcribed in Minutes.&lt;/p&gt;


&lt;P&gt;&lt;strong&gt;Article 17.4. Expenses:&lt;/strong&gt;&lt;br /&gt;

The Administration Board member?s travel expenses are covered by the National Veterinary Professional Organisations that have designated them. &lt;br /&gt;

The Administration Board member?s accommodation and restaurant expenses are covered by the National Veterinary Professional Organisations that host the meeting.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 18. Executive Bureau&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 18.1. Composition&lt;/strong&gt;&lt;br /&gt;

The Executive Bureau is composed by:&lt;br /&gt;

?Elected members, each one having a deliberative voice:&lt;br /&gt;
-One President,&lt;br /&gt;
-Two Vice-Presidents, one representing an Arab country and the other representing an European country&lt;br /&gt;
-One General-Secretary&lt;br /&gt;
-Two adjoint General Secretaries, one representing an Arab country and the other representing an European country&lt;br /&gt;
-One General Treasurer&lt;br /&gt;
-One adjoint General Treasurer&lt;br /&gt;

?Invited permanent members, each one having a consultive voice:&lt;br /&gt;
-A Founders College Representative&lt;br /&gt;
-A Technical Commissions Representative&lt;br /&gt;

The Members of the Executive Bureau are elected by the Administration Board within the designated members, by simple majority and for a period of 4 years, has defined by the internal regulation.&lt;br /&gt;

These members can be re-elected, but can?t exercise more than two consecutive mandates in the same function.&lt;br /&gt;

These functions are not remunerated. &lt;br /&gt;

The functions of the Executive Board members cease by resignation, repeal or loss of the Administration?s Board membership.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 18.2. Powers&lt;/strong&gt;&lt;br /&gt;


The Bureau guarantees the current management of the Association, and watches over the accomplishment of the Administration Board actions.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 18.3. Functioning&lt;/strong&gt;&lt;br /&gt;


The Bureau meets as often as the Association?s interests demand, and at least twice a year, by the President?s convocation and initiative.&lt;br /&gt;

The convocations are made at least 15 days before the established date and include the Agenda defined by the President.&lt;br /&gt;

The Executive Bureau meetings shall be transcribed in Minutes.&lt;br /&gt;

These meeting may be held by video conference, internet conference or telephonic conference.&lt;br /&gt;


The decisions are made by simple majority of the deliberative voices. In case of  disagreeing voices, the President?s vote counts as double.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 18.4. Expenses&lt;/strong&gt;&lt;br /&gt;

The Executive Bureau member?s travel expenses are covered by their National Veterinary Professional Organisations or by the Association, if it?s comprised in the budget. &lt;br /&gt;

The Executive Bureau member?s accommodation and restaurant expenses are covered by the National Veterinary Professional Organisations that host the meeting.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 19: President&lt;/strong&gt; &lt;br /&gt;


The President accumulates the qualities of President:&lt;br /&gt;
-of the Executive Bureau,&lt;br /&gt;
-of the Administration Board,&lt;br /&gt;
-of the Association.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 19.1. Powers&lt;/strong&gt;&lt;br /&gt;


The President:&lt;br /&gt;
-Guarantees the current management of the Association, having the possibility to delegate to any person, according to needs.&lt;br /&gt;
-Summons the Executive Bureau, the Administration Board and the General Assemblies, takes part on the definition of the Agendas and presides the meetings.&lt;br /&gt;
-Is able to open and manage, in all financial and credit establishments, all accounts and saving books.&lt;br /&gt;
-Executes the decisions made by the Executive Board and the Administration Board&lt;br /&gt;
-Signs all the acts, documents and conventions needed to the execution of the  EB, AB and GA decisions.&lt;br /&gt;
-Instructs all expenses and controls the execution of the annual budgets.&lt;br /&gt;
-Proposes the Association?s internal regulation for approval of the Administration Board.&lt;br /&gt;
-Partakes in the definition of the great guidelines and presents a moral report to the annual GA.&lt;br /&gt;
-May delegate, in writing, his powers and his signature and is able to, at any moment, cease these delegations.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 20. Vice Presidents&lt;/strong&gt;&lt;br /&gt;

The Vice-Presidents:&lt;br /&gt;
-assist the President,&lt;br /&gt;
-substitute the President whenever he is engaged&lt;br /&gt;
-accomplish the missions entrusted by the President&lt;br /&gt;


&lt;p&gt;strong&gt;Article 21. General Secretary&lt;/strong&gt;&lt;br /&gt;

The General Secretary:&lt;br /&gt;
-Watches over the good functioning of the Association, at substantial, administrative, managing and juridical levels.&lt;br /&gt;
-Establishes the minutes of the EB, AB and GA meetings.&lt;br /&gt;
-Controls the Association records.&lt;br /&gt;
-May act by the President?s delegation.&lt;br /&gt;


&lt;p&gt;&lt;strong&gt;Article 22. Adjoint General Secretaries&lt;/strong&gt;&lt;br /&gt;

 The Adjoint General Secretaries:&lt;br /&gt;
-assist the General Secretary&lt;br /&gt;
-substitute the General Secretary whenever he is engaged&lt;br /&gt;

They are elected within the members designated by the National Veterinary Professional Organisations adherent to the Association, one being from an Arab country and the other from an European country. &lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 23. General Treasurer&lt;/strong&gt;&lt;br /&gt;

The General Treasurer:&lt;br /&gt;
-Establishes the Association?s annual accounts.&lt;br /&gt;
-Proceeds to collect membership fees.&lt;br /&gt;
-Presents the annual budgets to the GA and establishes a financial report presented with the annual accounts to the annual ordinary GA.&lt;br /&gt;
-Proceeds to pay all expenses and receive the revenues.&lt;br /&gt;
-May be able, by the President?s delegation and under his control, to open and manage all the bank accounts established in the Association?s name.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Article 24. Adjoint General Treasurer&lt;/strong&gt;&lt;br /&gt;

The Adjoint General Treasurer:&lt;br /&gt;
- assists the Adjoint General Treasurer.&lt;br /&gt;
- substitutes the Adjoint General Treasurer whenever he is engaged.&lt;br /&gt;

He is elected within the members designated by the National Veterinary Professional Organisations adherent to the Association, and will be from an Arab Country if the General Treasurer is European, or from an European Country if the General Treasurer is Arab.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Title VII General Assemblies&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 25. Common dispositions:&lt;/strong&gt;&lt;br /&gt;


All the National Veterinary Professional Organisations adherent to the Association will designate a maximum of 2 delegates to represent them in General Assemblies.&lt;br /&gt;

The GA are summon by the President, at least  one month before the established date and the summon will include the Agenda.&lt;br /&gt;

The President will preside over the GAs, exposing the questions of the Agenda and guiding the discussions. &lt;br /&gt;

In case of previous engagement, the President will be substituted by one Vice President.&lt;br /&gt;

The GAs can?t deliberate over matters not included in the Agenda. &lt;br /&gt;

Each National Veterinary Professional Organisation may insert one topic in the Agenda, asking the President at least 8 days before the GA.&lt;br /&gt;

In a case of urgency or exceptional seriousness, the President, after consultation of the Executive Bureau before the opening of the meeting, may modify the Agenda.&lt;br /&gt;

The GAs may hear all persons capable of enlighting the  deliberations.&lt;br /&gt;

The voting method can be by raised hands, voice call or secret ballots, according to the Assembly Board decisions.&lt;br /&gt;


The GA deliberations and resolutions shall be transcribed in Minutes.&lt;/p&gt;



&lt;p&gt;&lt;strong&gt;Article 26. Ordinary General Assemblies&lt;/strong&gt;&lt;br /&gt;



The Ordinary GA meets annually, alternatively in one of the countries of the European or Arab adherent members, by the President and Administration Board initiative.&lt;br /&gt;

The Ordinary GA deliberates over all questions present in the Agenda, regardless of the number of members present.&lt;br /&gt;

The decisions are made by simple majority of votes expressed by the presents.&lt;/p&gt;



&lt;p&gt;&lt;strong&gt;Article 27. Extraordinary General Assemblies&lt;/strong&gt;&lt;br /&gt;


The Extraordinary GA meets whenever the Association?s interests demand, by the President or an adherent member initiative.&lt;br /&gt;

The Extraordinary GA has competences to proceed, under proposition of the Administration Board, solely to the statutes modification, the Association dissolution and the devolution of goods. &lt;br /&gt;

The Extraordinary GA deliberates regardless of the number of members present.&lt;br /&gt;

The decisions are made by a three-quarters majority of votes expressed by the presents.&lt;/p&gt;



&lt;p&gt;&lt;strong&gt;Title VIII. Various Dispositions:&lt;/strong&gt;&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 28. Internal Regulation&lt;/strong&gt;&lt;br /&gt;


An  Internal Regulation is created and modified by the Administration Board, defining and completing, as needed, the dispositions reported in the present statutes.&lt;br /&gt;


The approval of this statutes implies directly the approval of the internal regulation. &lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 29. Statutes Modification&lt;/strong&gt;&lt;br /&gt;


Only the Extraordinary GA is able to modify, under the modalities established by the internal regulation, the Association statutes, by the Administration Board proposition.&lt;br /&gt;

The modifications of current statutes will be made by a three-quarters majority of votes expressed by the presents.&lt;/p&gt;


&lt;p&gt;&lt;strong&gt;Article 30. Dissolution&lt;/strong&gt;&lt;br /&gt;


The dissolution of the Association can only be pronounced by an Extraordinary GA, specially summoned for this purpose and named ?Extraordinary General Assembly for Dissolution?.&lt;br /&gt;

The GA that pronounces the Association dissolution will define the devolution of goods and will nominate a liquidator entrusted with the devolution of the active and regularization of the passive. In case of positive balance, it will be legated to an International Association pursuiving identical objectives.&lt;/p&gt;</description>

&lt;p&gt;&lt;h4&gt;Official creation of Euro-arabe Veterinary Association (EAVA) &lt;/h4&gt;On November 20th 1997 at the time of the 1st Euro-arabe Veterinary Congress in Tunis  and following preparatory meetings in Tunis (May 27th to 30th 1996), Cordoba (November 1st to 3rd, 1996) and in Cairo (February 24th to 26th 1997).&lt;/p&gt;
&lt;p&gt;The EAVE has a statute of international law, has regional representations in the member countries and is based in Tunis.
The 1st Directive Board was elected in Tunis at November 20th 1997, and was composed by:&lt;br /&gt;

&lt;h3&gt;CONSTITUTION&lt;/h3&gt;

&lt;p&gt;&lt;strong&gt;Article  1: Denomination&lt;/strong&gt;&lt;br /&gt;
 
The Euro-Arab Veterinary Association is the union of the National and professional organizations representing Veterinarians in Arab and European countries.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Article 2: Objectives&lt;/strong&gt;&lt;br /&gt;
 
2-1	Promote relationships and strengthen links between veterinarians in the member?s countries and means optimizing coordination and harmonization of the veterinary practice conditions.&lt;br /&gt;
 
2-2 	Assure harmonization and promotion of veterinary education in the objective of a better qualification and skill.&lt;br /&gt;
2.3	Develop scientific, Technical and professional exchanges, harmonize  legislation and develop veterinary research to face animal diseases and Zoonosis&lt;br /&gt;
2.4	Encourage all exchanges which lead to the organization of the veterinary Profession (training sessions, workshops....)&lt;br /&gt;
2.5	Try to legally define veterinary activities and to respect the legislation&lt;/p&gt; 

&lt;p&gt;&lt;strong&gt;Article 3 : Members&lt;/strong&gt; &lt;br /&gt;
3-1 	Will be considered members of the association, national professional organizations representatives of the veterinarians in the Arab and European countries.&lt;br /&gt;
3-2 	Will be considered as founding members, countries present at the first Euro-Arab Congress of Tunis and at the General Assembly of November 22 nd 1997 and those who participated at the congresses of Tunis (Mai 1996),  Cordoba (November 1996), Cairo (February 1997) and Beirut (Mai 1997).&lt;br /&gt;
3-3 	Any Arab or European country wishing to become member of the association has to fulfill a request which have to be obtain the unanimous agreement of the founding members.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Article 4: The General Assembly&lt;/strong&gt;&lt;br /&gt; 
All the member's countries will designate a maximum of two delegates for a renewable three years period. The delegates designated by the member's countries will set up the general assembly.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Article 5: Election&lt;/strong&gt;&lt;br /&gt;  
5.1.1	Members of the general assembly have the right to vote unless that they have not paid their annual subscription.&lt;br /&gt;
Each country has two votes and must be present to the vote session; nevertheless it is allowed to an only representative person to benefit from the two votes.&lt;br /&gt;
5-2     All the members of the bureau are elected by the general assembly.&lt;br /&gt;
The bureau's election is done by the countries representatives, during the general assembly.&lt;br /&gt;
The bureau is composed by 5 members: President, 2 Vice Presidents, General Secretary and Treasurer.&lt;br /&gt; 
	The election of the President is done first, followed by the election of the General Secretary, the election of the treasurer and then the election of the two Vice Presidents, one representing the Arab Countries and the second the European countries.&lt;br /&gt;
5-2      The bureau is elected for a renewable three years period.&lt;/p&gt; 

&lt;p&gt;&lt;strong&gt;Article 6: Subscription&lt;/strong&gt;&lt;br /&gt;
The annual subscription fee has been fixed to 300 $USD &lt;br /&gt;
The Association can receive funds and financial help from private companies, Pharmaceutical laboratories and others.&lt;/p&gt; 

&lt;p&gt;&lt;strong&gt;Article 7: Meetings&lt;/strong&gt;&lt;br /&gt;
The Executive Bureau will meet at least twice a year and the General Assembly will be held each year. The General Assembly will treat in one hand scientific, professional and cultural subjects and in the other hand all the subjects related to its management and to the cooperation between the member's countries. Bureau's meetings will take place alternatively in one of the European or Arab countries. 
Expenses related to bureau's members accommodation, food and internal transport will be taken in charge by each country's national organization and if possible by the hosting association if it can afford it.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Article 8: Language&lt;/strong&gt; &lt;br /&gt;
The official languages of the association will be French, Arab and English.&lt;/p&gt; 

&lt;p&gt;&lt;strong&gt;Article 9: Siege&lt;/strong&gt;&lt;br /&gt; 
The official headquarter of the Association will be settled in the country of the elected President.</description>
